Engility is seeking a Prinicpal Contracts Administrator to join our talented team in our Chantilly, VA office. The ideal candidate shall provide knowledgeable support of federal government contracts. This includes activities related to the life cycle of the contract/task order and subcontract, from the initial proposal phase, through award and contract performance, to close out. They must be capable of multi-tasking and administers large/complex/cost type contracts possible with AF or IF, FFP Deliverable contracts and will be required to manage multiple functions and interact with personnel at all levels of management.
Leads contract negotiation, contract administration and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with the solicitation, proposal, company policies, legal and regulatory requirements, and customer specifications.
Provides leadership and support to assigned contracts, working closely with the Program Manager, Program Control Analyst, and Business Manager to resolve or prevent complex problems or reduces associated risks while maintaining compliance with all contractual requirements.
Provide full life cycle, proactive Prime contract and subcontract administration to support internal and external clients to ensure adherence to processes, procedures, company policy, FAR/DFAR, and legal/ethical requirements
Negotiate and administer contracts with the US and foreign governments and subcontracts with large and small business prime contractors across the breadth of contract types.
Serve as an advisor to internal clients regarding legal requirements, customer specifications, and government regulations. Improve team\u2019s business acumen by contributing to process improvement efforts and internal workgroups and coaching more junior team members.
Establish and maintain excellent internal and external client relationships at all organizational levels, acting as liaison with customers\u2019 buying official for all proposal or contract matters, frequently communicating status and resolving open contract matters with Contract Manager, Program Managers, and Business Manager.
Lead the development of business capture strategies to include leading efforts to support winning proposals such as reviewing solicitations to identify problematic or high risk contract terms and conditions and develop mitigation or avoidance strategies and developing effective cost and offer volumes and Intellectual Property (IP) and Organizational Conflict of Interest (OCI) plans
Independently negotiate terms and conditions, scope, cost and price of government contracts and subcontracts and Teaming and Non\u2013Disclosure Agreements at assigned thresholds and applying risk mitigation tactics and customer and teammate strategies in accordance with company policies and procedure.
Effectively lead a team of more junior contracts professionals including review of work assignments and products to strengthen their knowledge and improve outputs.
Bachelor\u2019s degree and 10 years\u2019 or Master's degree and 8 years' experience in Federal Government Contracting Administration, including Department of Defense or Intelligence Community.
An active TS clearance is required.
Strong organizational and communication skills, the ability to perform effectively within aggressive deadlines.
Knowledge of applicable Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), International Traffic in Arms Regulations (ITAR), and related federal and state legislation and regulations.
Ability to recognize, interpret and apply applicable regulations to resolve complex issues.
Establish and maintain excellent internal and external customer relations at all levels of the organization, acting as liaison with customers\u2019 buying official for all proposal or contract matters, communicating status and resolving open contract matters frequently with program managers, and contract director.
Strong analytical, financial, and negotiation skills.
Ability to independently negotiate terms and conditions, scope, cost and price of government contracts and subcontracts at assigned thresholds.
Strong communication skills to include effective written, listening and interpersonal skills, approachability, and ability to build and maintain internal/external relationships.
Proficiency in using Microsoft Office, Costpoint, OnBase
Effectively meet responsibilities in a highly interactive team environment and able to work well under pressure, multi-task, and deliver on multiple priorities while producing work of the highest caliber.
