Basic Job Functions
The Specialist Contract Labor is responsible for building and maintaining relationships with hiring managers and managing the full lifecycle of the requisition process of project-supporting contract field labor, including requisition intake, shortlisting, sourcing process management, onboarding, worker assignment management, time and expense review, offboarding and reporting. The Specialist Contract Labor acts as a talent advisor to support our clients through the requisition fulfillment process to ensure quality talent is acquired in a timely manner.  The Specialist Contract Labor supports contract labor requests for project site field related labor.
Essential Functions & Responsibilities
Assist hiring managers during all stages of the project site field contract labor acquisition process including: requisition intake, sourcing, and candidate shortlisting and interviewing
Liaise with departmental managers to maintain and update detailed job descriptions for distribution to suppliers
Document staffing requests in appropriate database
Utilize reports to manage open requirements to advise managers on status of requirements and monitor supplier sourcing strategies to ensure timely response
Discuss with hiring manager agree upon expectations, timeframes, feedback, roles and responsibilities of everyone involved in the requisition fulfillment process
Coach, review, and oversee performance of participating staffing suppliers
Document all client/supplier reported issues and track resolution through to completion ensuring a high level of customer satisfaction
Monitor performance against contract requirements, requisition aging, invoicing, time and expense entry and vendor compliance tracking
Maintain and update monthly activity and performance reports
Support financial reporting and cost tracking for recurring reports to internal departments
Provide constant interaction via face to face, email and phone with hiring managers, staffing vendors, contract personnel and other partners
Assist with worker assignment management (cost center changes, extension of contract assignments, etc.) to manage costs and improve data integrity
Coordinate with internal procurement department for timely processing of purchase requisitions for worker funding
Liaise with managers, vendors, Human Resources, IT, and security departments to ensure all necessary paperwork is completed and collected prior to starting assignments and at end of assignments
Ensure all work orders are closed in the system with accurate finish reasons when notified of an end of assignment and appropriate departments are notified (i.e. IT and security)
Assist with the collection of company assets from vendors (laptop, badges, etc.)
Assist and monitor time and expense entry to ensure appropriate approvals occur by hiring managers by required deadlines
Constant interaction with vendors to ensure new hire paperwork is completed in a timely manner to avoid onboarding delays
Log all hiring manager and vendor inquiries into the appropriate tracking system
Experience
5 years of experience in construction, project coordination, staffing, billing, invoicing, and/or account reconciliation with outside vendors and firms
EPC project experience a plus
Education
AA or AS, or years equivalent, preferably in a related project management or construction field
Required Skills

Excellent documentation and follow up skills
Strong organization skills and attention to detail
Proficient in MS Office Suite programs
