Job code: #151355 Job Description: The Contract/ Finance Specialist is responsible for all contract and finance activities for a $35M DoD focused branch of a large nationwide commercial IT staffing company. ITEC is a subcontractor to large defense Prime government contracts. Contract types include T&M and Labor Hour. Job Duties: Reviews solicitations and prepares response for proposals, bids and contract modifications. Analyzes contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, corporate policies and business unit procedure. Prepares and administers routine correspondence, negotiation memoranda, and contract documentation to ensure timely and coordinated submittal. Prepares, organizes and maintains contract records. Provides a detailed analytical review of internal or external documents ensuring formula and data accuracy, consistency, and application. Ensures compliance with FARs, DFARs, Export Regulations, CAS, company procedures, legal requirements, and contract specifications. Supports audit-related activities to include rate submissions, negotiations, and approvals, and lead timely close-out of contracts and subcontracts. Serves as the companyâ€™s primary point of contact with the contracting officials and/or Prime Contractorâ€™s Subcontracts Administrators for all assigned contracts. Maintains contractual records and correspondence to meet federal audit requirements. Advises senior management on government contract requirements and procedures. Assists in preparing annual budget, including reviewing and implementing measurements to track expenditures. Oversee the collection and analysis of financial information for the branch. Prepares monthly financial reporting. Create monthly, quarterly and annual reports for the branch and ensure financial information has been recorded accurately. Required skills: Minimum of 2 years experience working for a defense contractor performing contract administration. A strong foundation of specialized skills and knowledge of federal contracting concepts, practices and procedures, including FAR and its agency supplements. Knowledge of FAR and CAS with respect to proper charging procedures and indirect rates. Extremely detail oriented and customer focused and professional. Desired skills: Experience establishing and using a government compliant cost accounting system, preferably JAMIS. A background in Accounting or Bookkeeping, including an understanding of Profit & Loss Statements and Balance Sheets. Experience with charge code control. A Bachelorâ€™s Degree preferred.
