(BI&A) is seeking a Subcontract Administrator to join their team.
Duties will include the following:
Act as an authorized agent of the company with the responsibility to commit company resources through the execution of Purchase Orders, subcontracts and other agreements for the procurement of goods and services.
Create and manage subcontracts in support of various requirements generated in support of Government contracts as well as indirect and internal infrastructure related projects and services.
Ability to understand and implement FAR compliance requirements in contract files.
Interface with multiple project managers, potential prime contract administrators, and the management of numerous subcontractors.
Overall the position requires an individual who can manage multiple subcontracts expeditiously, execute internal Purchase Orders for indirect company internal purchases while ensuring that Government regulations and (BI&A) policies and procedures are followed.
Responsibilities include, but not limited to:
Encompasses all subcontract activities. Responsible for negotiation, preparation and administration of Non-Disclosure Agreements, Teaming Agreements, Request-For-Proposals and Solicitations, Subcontracts for labor procurements and Purchase Orders for COTS products. Integrates program, customer, product and in-service strategies into source selection, negotiation and contracting strategies. Negotiates pricing and contract terms and conditions. Prepares and executes negotiated contractual documents and binding agreements. Manages supply and demand, schedules, supplier quality, delivery and financial performance. Initiates and executes supplier improvement activities and integrates results into contracting strategies.
Understands and applies job practices, techniques, standards, internal policies and procedures and other principles, and concepts. Working knowledge of the FAR and DFARS. Understands terms and conditions of subcontracts and purchase orders in order to negotiation these with suppliers. Strategic supplier management support and knowledge is vital to this position.
Develops solutions to a variety of problems of moderate scope and complexity referring to established precedents and policies. Supports the Subject Matter Expert (SME) on the business/market and vendor base.
Receives general direction for work that is reviewed upon completion for adequacy in meeting objectives. Participates in determining objectives of assignment; plans, schedules, and arranges own activities to accomplish those objectives. Works with the Program and other internal Departments to identify and qualify new suppliers to meet customer requirements.
Acquire necessary approvals within management chain and externally with parent company as necessary.
Ability to work in small teams and handle other related contract tasking to support the acquisition organization.
Interacts primarily with internal personnel and external customers. Represents the organization on specific projects working with PM’s or technical engineers. Develops and maintains supplier relationships with BI&A.
EDUCATION:
Bachelor's and typically 6 or more years' related work experience, a Master's degree and typically 4 or more years' related work experience or an equivalent combination of education and experience
REQUIRED EXPERIENCE:
Procurement life cycle is required to include Requests for Proposal, evaluating bids, Purchase Orders, negotiation of BI&A terms and conditions and support on invoices.
Knowledge and familiarization with preparing DCMA compliant contract folders.
This position must meet Export Control compliance requirements, therefore a “US Person” as defined by 22 C.F.R. § 120.15 is required.
