Position InformationThe Supervisor/Contract Administration assists the Manager/Contract Administration in maintaining the efficient operation of the Contract Administration Department by overseeing employees of the department who are responsible for processing all contracts, agreements, and change orders and obtaining and tracking all pertinent contract documents.  This position is responsible for assisting with and overseeing specific contract related activities and processes associated with the acquisition of services that support the operational needs of Southwest Gas Corporation (\u201cCompany\u201d) including RFP creation, proposal evaluation, contract drafting and implementation, and contract negotiations.  Other duties include overseeing data request responses, preparing and reviewing budget variance reports, conducting complex contractual analyses, and providing advanced expert support to department personnel.  These tasks are in addition to performing routine contract administration duties including preparing, reviewing, negotiating, awarding, and administrating service contracts, leases, and agreements for the Company.
Responsibilities

Supervise Contract Administration support staff
Prepare presentations and conduct training for Company personnel involved with the preparation and management of contracts
Create instructional and procedural documentation available for use by Company personnel
Assist with the development of department policy and procedures
Prepare and review budget variance reports
Conduct complex contractual analyses
Provide advanced expert support to the department analysts and support staff
Review contracts and change orders to ensure quality and compliance with Company policies and procedures
Assist Company personnel in complying with policies and procedures when procuring services, and ensure ethical business practices are maintained
Analyze and evaluate proposals and recommend contract awards
Formulate and work with department representatives in preparing contract packages
Conduct pre-bid meetings and facilitate bidding processes ensuring fairness for all bidders
Work with service providers and Legal Affairs to coordinate the review, revisions, and approval of service provider agreements
Negotiate contract rates and terms to maximize value and minimize liability
Interpret contract terms and conditions and implement revisions when necessary
Assist Company personnel in evaluating service providers to help ensure bidders are qualified and maintain compliance with Company requirements
Facilitate contract disputes between Company personnel and service providers
Comprehend applicable laws, rules, and regulations to ensure Company compliance
Ensure compliance with Company\u2019s Supplier Diversity Program
Represent Company at trade or industry related associations
Perform related duties and responsibilities as assigned
Regular and predictable attendance is a condition of employment and is an essential function of the job

Minimum Qualifications
This position requires five to seven years of relevant work experience in contract administration or related field plus a bachelor\u2019s degree in contract management, acquisition, business, or related field, or equivalent combination of education and experience sufficient to successfully perform the essential job responsibilities.  Dynamic leadership, change management, strong verbal and written communications skills, and a high degree of independent problem solving abilities are required to successfully perform the duties of this position.
 
Additionally, the following experience, education, and certifications are preferred:

Presentations and public speaking,
Professional business writing,
Computer skills such as word processing, spreadsheet creation, and PDF design,
Professional certification such as CPCM, CCCM, CCCA, or similar.

Although the fledgling company soon expanded to nearby Victorville, uncertain economic conditions limited its growth potential during the Depression. Southwest Gas grew slowly but steadily over the next 20 years, serving these two High Desert communities. Then, in 1951, Pacific Gas & Electric Company built a high-pressure natural gas transmission line from San Francisco to the Arizona border, where it linked up with El Paso Natural Gas Company's line from Texas. Recognizing the growth potential offered by clean, efficient, economical natural gas, Southwest tapped into the new line and converted its system to the more marketable fuel. This would become a significant milestone in a truly remarkable business success story.
