LinQuest is seeking a Subcontracts Manager to manage a Subcontracts Team that implements policies, procedures, methods, operating practices, and performance standards for LinQuest’s subcontracts.
Develop new policies, procedures, and methods where / when required. LinQuest has an approved Contractor Purchasing System.
It is critical that the Subcontracts Manager operate the Team in a manner that complies with all the requirements levied by DCMA in order to maintain an approved Contractor Purchasing System.
The Subcontract Manager will initially supervise a Team of two. Workload, due to heightened growth in the company, may necessitate hiring of additional staff.
Candidate must be insatiably curious about all there is to know about subcontracting, and the associated regulations, and passionate about how to best create processes that are efficient, repeatable, and scalable.
Duties include management and administration of company subcontracts, including preparation of subcontractor requests for proposal, inclusion of applicable prime contract flow down terms, subcontract negotiations, and closeouts.
Manages preparation of complex bids requiring integration of proposals from multiple subcontractors and other potential vendors.
Reviews and resolves with subcontractors all issues affecting subcontract performance and ensures subcontractor compliance with legal requirements, company policies, and customer objectives.
Advises management of prime contractor / subcontractor rights and obligations and provides interpretation of subcontract terms and conditions.
Provides creative leadership from knowledge of industry best practices and most current developments in subcontract administration.
Participates in planning and policy development issues.
Researches and recommends subcontract policies and procedures. Provides regular reporting to senior management on subcontract issues.
Responsible for creation of procedures that document subcontract practices.
Responsible for development and maintenance of subcontract vendor database and compliant subcontract files.
Participates in establishing short and long- term subcontract objectives consistent with organizational strategy.
Responsible for training, motivation and evaluation of subcontract staff employees.
Expert knowledge in FAR / DFARS pertinent to subcontracting / procurement.
Working knowledge in CAS and TINA requirements.
Understands the requirements of DCMA in order to prepare for future CPSR’s
Conversant in the Microsoft Office Suite to include being very adept in Excel.
Proficiency with the contractual portions of Deltek Costpoint.
B.A. in Business, Economics, general studies, or other related degree
Experience managing a staff
Demonstrated experience with developing and implementing processes
Must be a US Citizen and have the ability to obtain a Secret clearance in order to be considered for this position
Preferred Experience :
Experience managing a successful CPSR audit
