The Primary Contract Manager leads the contracting effort, which may include integration of 3rd Party systems into the primary proposal, establishing the overall contract plan, proposal review, and writing of commercial proposal. This individual will act as Business Advisor to internal customers; employ business acumen to provide key financial guidance, and provide proactive support to business units based on prior experience and customer/market knowledge. The Primary Contract Manager will maintain an enterprise focus and ensure that contracting issues related to the supported program/customer are managed as required across the entire RC enterprise.
Leads the contracting effort for strategic pursuits, including integration of 3rd Party systems into the primary proposal, establishing the overall contract plan, proposal review, and writing of commercial proposal.
While preparing contractual terms and negotiating contracts, is able to incorporate terms which will enable RC to meet its strategic objectives.
Is the Business Counsel to internal customers; employs business acumen to provide key financial guidance, influences business unit decisions based on prior experience and customer/market knowledge. Has full understanding of the proposal business plan and is the key financial consultant to the Business Unit Controller on all customer related financial issues.
Helps establish and set strategic aspects of pursuit, order, capture.
Maintains an enterprise focus and ensures that contracting issues related to the supported program/customer are managed as required across the RC enterprise.
Reviews incoming customer requests for proposals, identifies proposal requirements, reviews terms and conditions for acceptability and compliance with company policies and procedures, assists in proposal development as required and participates in securing required management approval for submittal of proposals to customers. Is recognized for the breadth of experience and contribution to proposal team.
Plans and leads negotiation with customers.
Prepares key contractual documents including strategic agreements.
Leads and conducts financial/commercial proposal preparation, and management of complex major contracts.
Leads and manages Division or Enterprise wide projects.
Manages contract performance for conformance to original proposal.
Briefs Senior Management as required, attends Decision Point reviews to attain approval for proposal submittals.
Provides work leadership for lower level employees
Makes customer visits as required to insure support of program and customer requirements and schedules. Customer views the Principle Contract Manager as initial entry point into RCI for all Contract information.
Accountable for building and maintaining relationships with senior level leadership from all functional areas. and may have cognizance over a portfolio of programs.
Is the company and contracts management expert regarding legal requirements and government regulations.
Develops business solutions and interprets policies and procedures on complex business issues. Leads enforcement of policies internally as well as with our Customer. Identifies gaps in policy and business implementations and brings forward recommendations for change and improvement.
Bachelor's degree in appropriate discipline or in the absence of a degree six years of related experience
