Description Jacobs Technology is the advanced technology armof Jacobs Engineering (NYSE:JEC), one of the largest engineering and technicalservice companies in the United States. Jacobs along with teammate subcontractorsAECOM and Merrick have been subcontracted to provide the Engineering,Procurement and Construction Management (EPCM) services for a new Spent FuelHandling Recapitalization Project (SFHP) Facility. Construction is scheduled tostart in the spring of 2018. The project site is located on the Idaho NationalLaboratory (INL) a Department of Energy (DOE) site. The job site is locatedapproximately 53 miles west of Idaho Falls, ID. The project has the need for amid to senior level subcontract administrator to assist in request for proposal(RFP) development and awarding construction and services subcontracts underclient direction and paper-work. The INL is a United States Government Departmentof Energy site. All candidates must beU.S. Citizens only \u2013 no dual citizens will be allowed. The\u00a0Subcontract Administrator will: \u00b7Develop,award and administer lump sum or best value time and material purchase ordersand subcontracts for construction and\/or services for the project. \u00b7Developand lead source selection teams involving supplier qualification sourcingprocedures, requirements definition, development of evaluation criteria andproposal evaluation processes. \u00b7Issueand administer subcontract task orders and perform data analysis and trackingassociated with the subcontracts. \u00b7Partakein outreach efforts and activities and initiate activities to increase participation. \u00b7Analyzemarket trends, follow up of orders placed, verify delivery, approve paymentreconciliations, maintain necessary records and conduct subcontractorperformance assessments. \u00b7Participatein the development, implementation of procurement policies and aid in thetraining to lower level procurement personnel. \u00b7Preparesolicitation documentation on client paper for purchase orders and subcontractsin accordance with company procedures and federal acquisition regulationsranging from the micro-purchase level up to multi-million dollar constructionsubcontracts. \u00b7Developsubcontract models and templates for use in awarding firm fixed price, blanketpurchase agreements, time and material, labor hour and cost type subcontractsfor commercial, specialized materials, complex systems, facility modificationsand various services. \u00b7Preparerequest for proposal packages, evaluate proposals, and conduct negotiations ofpricing and other provisions. \u00b7Developand maintain metrics and other required procurement and subcontracts reports. \u00b7Performother duties as required. Prepare smallbusiness reports\u00a0 Qualifications \u00b7Minimumof two (2) years college or vocational training in area of specialty plus six (6)years relevant experience, or any equivalent combination ofeducation\/experience for a total of eight (8) years. Demonstrated leadershipability, and good communications skills. \u00b7Musthave excellent verbal and written communication skills. \u00b7Musthave previous key experience and good working knowledge and strongunderstanding of Federal Acquisition Regulations. \u00b7Mustbe proficient with Microsoft Office applications. \u00b7Candidate must be a U.S.Citizen only \u2013 no dual citizens will be allowed. Preferences: \u00b7Priorexperience working with Prolog. \u00b7Previousprocurement\u00a0experience working in the DOE construction environment.
