Travel, transportation, and relocation expenses will be paid if the selectee lives outside of the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation. Responsibilities As a Contract Specialist, you will plan the overall approach to meet contracting program objectives for procuring a wide variety of requirements. Perform market research\/analysis to determine availability of the requirement; analyze market trends, commercial practices, conditions and technological advances and determine the sources to be solicited. Determine appropriate method of procurement using a wide range of contracting methods and contract types. Select appropriate contracting approaches, techniques, and procedures to solve a variety of acquisition problems. Analyze contracting issues and recommend best course of action. Perform acquisition planning along with the program manager\/customer, technical, legal, finance and contract pricing personnel to develop market research, acquisition strategy, milestones, evaluation\/source selection criteria, and\/or incentive or award fee provisions, as applicable. Travel Required Occasional travel - You may be expected to travel for this position. Requirements Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes. You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis. Qualifications MINIMUM EDUCATION REQUIREMENT: This position has an education requirement. Applicants must meet either of the following in order to be eligible for this position. Degree: 4-year course of study leading to a bachelor's degree with a major in any field baccalaureate degree with a major in any field; OR Education: Course work with 24 semester hours in any combination of the following studies: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management is required. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. In addition to the minimum education requirement above, applicants must also meet one of the following requirements: SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service. Specialized experience is experience working with various types of contracts, methods of contracting, selection factors, and assisting in developing appropriate strategies to conduct negotiations, experience in the pre-award and post-award phases of contracting including identifying sources, analyzing cost and pricing data, contract proposals, and evaluating prospective contractors for responsibility, and experience in contract termination procedures including reviewing and analyzing settlement proposals, audit reports, technical evaluations, and subcontractor claims. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and\/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as \varies\. Education To qualify based on education, you must submit a legible copy of transcripts from an with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
