Description and Duties of Job:
NTA, Inc. is seeking a Subcontracts Administrator that will work closely with the Contracts Manager and Program and Task Managers and be responsible for the administration of multiple subcontractors. Functions will include the following:
Drafting and negotiating subcontract, teaming and non-disclosure agreements.
Preparing subcontract modifications.
Monitoring subcontractor performance, funding and payment.
Tracking and resolving issues with subcontractor cost reports, deliverables, and other requirements.
Preparing Requests for Proposal (RFP) and reviewing responses for completeness and price reasonableness.
Desired Skills and Essential Job Functions:
Working knowledge of Federal Acquisition Regulation (FAR), the Department of Defense supplement to the FAR (DFARS), various other Federal agency regulations implementing the FAR, along with working knowledge and experience referencing and interpreting other Federal regulations related to Federal contracts.
Experience in all phases of subcontract administration from the RFP through contract closeout.
Preparing and Issuing Requests for Proposals and reviewing proposals for completeness and price reasonableness.
Preparing and executing subcontract agreements.
Reviewing and negotiating Data Rights Assertions, NDAs, TAs, OCI and other agreements.
Hands-on experience with Deltek Costpoint, Time and Expense and CER (Cognos) reporting software.
Intermediate level of computer skills and experience with Microsoft Excel, Word and Outlook.
Good organizational, written and verbal communication skills
Applicant must possess a Bachelor’s or Master’s Degree in Business, Contracts, or Accounting with a minimum of 5 years of experience in contract administration, subcontract administration or related field. Applicant should be detail oriented with good analytical skills, able to handle multiple deadlines and priorities, and be a team player. Position is in an environment that is fast paced and requires exceptional
organizational and multi-tasking skills.
