GSSC Subcontracts Manager
Northrop Grumman Technology Services is seeking motivated GSSC SubcontractsManager 1. The GSSC Subcontracts Manager will be responsible for managing a subcontracts team, which includes a team of 7 Subcontract Administrators (various levels) and 3 Procurement Specialists that support the GSSC Program.This position will be locatedon Hill AFB, UT.

Responsibilities for the GSSC Subcontracts Manager include:
Directs and manages all cost, schedule and technical performance requirements that are levied on subcontractors and are required to ensure performance and support of contract milestones.
Acts as the main focal point to major suppliers for all subcontract related activities; briefs executive management and customer on the status and issues affecting performance or cost; and conducts program reviews with the subcontractor and program office.
Responsible for and directs all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, subcontract management plans, negotiation strategy, and cost/delivery/quality accountability.
Provides daily direction to staff of subcontracts/procurement professionals to ensure program commitments are met.
Recruits, trains, and develops subcontracts professionals as needed.
Ensures team adherence to company procurement policies and procedures as well as compliance with FAR and DFAR regulations.
Performs other functional manager responsibilities including time charging approval, performance evaluations, weekly reporting, etc.

A Bachelor's Degree and a minimum of 5 years subcontracting/global supply chain experience -OR- Masters degree and a minimum of 3 years subcontracting/global supply chain experience.
Working knowledge of all Microsoft Office products (ability to generate spreadsheets for reporting, documents, presentations, etc.)
Requires excellent organizational, prioritization, and the ability to communicate status in various formsto a variety of stakeholders including senior management
Demonstrated ability toperform multiple subcontracting tasks in parallel with little supervision.
Experience working in SAP or similar business tool
Ability to obtain and maintain an active DoD Secret clearance
US Citizenship required
Master's Degree in Business, Global Supply Chain or Project Management
Minimum of 8 years of DoD subcontract management experience
Complete knowledge of FAR
Demonstrated abilitywith contract/subcontract negotiations, administration and proposal evaluation
Familiarity with contracts accounting and government contract concepts
Specific knowledge of IPIC or GSSC
PriorNorthrop Grumman subcontracts experience
Active DoD Secret or Top Secret Clearance
