The Manager of Federal Contracts reports to the Director Federal Contracts Military Services Group, and is responsible for MSG's Federal Contract Administration for existing contracts, and as appropriate for the pursuit of new business opportunities in accordance with Federal Acquisition Regulations. The incumbent of the position works with the Federal Compliance Program Manager to provide insight into specific contract requirements and changes impacting AW’s federal contracting compliance obligations.
Administers, manages, & develops MSG’s Contract Administration system and supports the Federal Compliance Program by:
Monitoring contract performance to ensure satisfactory progress & compliance with its terms.
Managing the continued development & deployment of MSG’s federal administration and compliance system..
Continuously maintain, review & look for improvements in the contract administration and compliance area.
Establishing & maintaining effective working relationships with appropriate federal agencies and their points of contact.
Working with HR, Legal, Finance, etc., to ensure those systems remain in compliance with contract terms
Remaining current with newly enacted federal laws & regulations, and disseminating them as appropriate into MSG’s business operations.
Coordinate compliance control program by continuously assessing risk.
Create & conduct educational programs in contract administration and compliance for MSG staff.
Direct & manage compliance internal audit processes.
Ensure that New Business opportunities with the Federal Government are in compliance with the FAR /DFAR and with American Water policies by:
Coordinating the Risk and Opportunity Management (ROM) process for each new Proposal.
Coordinating with MSG’s Growth team in the production of federal proposals in compliance with RFP, Federal regulations, American Water policies and MSG Business Plan obligations.
Other duties as required.
Minimum 5 years hands-on experienced in commercial organization dealing with Federal Government procurement.
Awareness of military and government cultures; sensitivity to client relationships.
Ability to effectively handle customer/client complaints

Small Business programs and certifications
Commercial experience gained as employee of vendor/provider
Bachelor's degree in Contract Management, Master’s degree preferred or suitable additional education and Federal Contract Management specific training or recognized industry certificate
Minimum of 5 years in the application and use of FAR
Minimum of 5 years in federal compliance programs
Minimum 5 years business experience
Minimum of 5 years in Federal Contracting Administration
Certifications & Licenses
: Certified Professional Contract Manager certification desirable
