General Requirements
The Contract Specialist V provides personnel and resources, with a comprehensive knowledge of the Federal Acquisition and Assistance process, as appropriate, to provide efficient and cost effective support services at all AQD office locations as required for the requirements described below. The Contract Specialist V is required to practice independent judgment and discretion with all job related functions performed at all times. This position requires the involvement of sensitive customer matters, data, insight and task that are of significant value to our customer's mission and goals. As such, the Contract Specialist V is required to complete a Non-Disclosure Agreement and Non-Compete Agreements for our client and its customer. The Contract Specialist V provides the full range of procurement related support services, except for making determinations, executing awards/modifications and any approval actions, in support of AQD's acquisition services activities including, but not limited to, the following:
Responsibilities & Duties
The Contract Specialist V provides advice, recommendations, and document preparation support to multiple disciplined offices in all areas of the acquisition pre-award phase within established PALT guidelines for each unique AQD customer requirement in accordance with AQD policy. Acquisition pre-award support includes:
SOWs and SOOs.
Acquisition Strategy Support.
Cost Estimates.
Market Research and Market Surveys.
Miscellaneous Pre-Award Documents.
Quality Assurance Surveillance Plans (QASP).
Request for Proposals/Quotes (RFPs/RFQs).
Source Selection Evaluation Criteria.
Source Selection Plans (SSP).
Source Selection Support.
Price/Cost Analysis
The Contract Specialist V provides advice, recommendations, document preparation, and assistance in the analysis of complex contractor price proposals for reasonableness, allowability, and allocability in accordance with internal control procedures, regulations, guidance, and best practices. Acquisition pre-award cost and price analysis support includes:
Performs and recommends price and cost analyses on the various elements of major contractor proposals, reviewing in detail the significant direct and indirect cost elements
Develops and recommends price/cost objectives for negotiations
Forecasts price trends, economic factors and efficiencies in production for future accounting periods using analytical techniques such as random sampling, cost models, learning curves, and parametric cost models
Requests, coordinates and integrates into a comprehensive pricing report the various technical evaluations of cost elements such as engineering; start-up labor; facilities; subcontractor overhead and profit; inefficiencies of idle labor; special delays and standby costs; escalation factors; home office allocations; job site/field service costs; overhead; and profit
Reviews, evaluates, and provides recommendations on contractor price proposals for adequacy and compliance with laws and regulations, and with the Cost Accounting Standards (CAS)
Evaluates and provides recommendations on financial statements, commercial credit reports, cash flow, and other financing arrangements (such as guaranteed loans) to establish the contractor's financial capability to successfully perform the contract to completion
Reviews and provides recommendations on the contractor forward pricing rate, final overhead rate, and cost impact proposals, conducting an in-depth analytical evaluation to determine reasonableness, allowability, and allocability
Periodically recommends or provides technique, documentation, and best practice training to supported workforce no less than once a quarter
Award/Selection
The Contract Specialist V supports AQD contracting officers and various technical offices in all types of source selections including formal, informal, and vendor screening processes. Sources selection/award support includes:
Contract Award Documents.
Assist in preparation of draft award and associated documents for task and delivery orders and stand-alone contracts and draft COR/COTR designation letters. Work Products include draft award documents.
Contract Award Acquisition Support.
The Contract Specialist V provides advice, recommendations, and documentation support to multiple disciplined offices in all areas of the acquisition award phase. Support activities include inputting award information into the Federal Procurement Data System (FPDS) and assisting the CO with the completion of forms and templates as required by DOI and IBC policy.
Post-Award Acquisition Support
The Contract Specialist V provides advice, recommendations, and documentation support to multiple disciplined offices in all areas of the acquisition post-award phase. Acquisition post-award support includes the following aspects of contract administration and management:
Contract Modification Support.
Contract File Maintenance Support.
Delivery/Task Order Support.
Educational Requirements
Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees that includes 24 semester hours of study in any combination of the following fields: accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (this requirement can be obtained within the degree or in addition to the degree).
Experience Requirements
A minimum of sixteen to twenty plus years of general and/or contracting experience is required that demonstrates practicable knowledge of procurement practices and procedures including Government or commercial purchasing rental, or lease of supplies, and equipment through open-market methods, placement of purchase orders, placement of orders under blanket purchase agreements or under indefinite delivery contracts such as federal supply schedules, or other purchase procedures pertinent to contracting, contract negotiation, administration, or termination functions that included preparing solicitations, contract modifications, or supporting procurement documents, evaluating and reporting on performance of contractors in meeting contract terms. Demonstrated skill in obtaining and analyzing product and price data for contract negotiations, and conducting comparative analysis of vendor terms and/or price quotations with historical data to develop recommendations on vendor selection, terms, or prices. Should be able to effectively communicate with a high volume and variety of people daily. Specialized experience includes negotiating and awarding contracts, contract modifications, and/or subcontracts, developing, preparing, and presenting terms and conditions in bids or proposals related to the awards of contracts, evaluating methods and efficiencies of allocating costs through various types of overhead and general administrative expense, experience leading and/or providing technical advice and assistance to a group of professional employees responsible for the oversight and implementation of contract administration workload to include contract closeout, pricing, negotiations and/or contract modifications. Experience in supplies and service contracts is required; experience in formal source selections and research and development is desired. Experience in clerical or technical support work that primarily consisted of typing, filing, maintaining or verifying records, or other kinds of activities that did not provide appropriate experience as described above does not qualify, whether or not it was performed in a contracting/procurement environment.
Additional Desired Certification
DAWIA Level III or FAC-C certification of Level III or equivalent within the last 4 years.
