The Mechanical and Emerging Technology (MET) team is looking for an experienced Subcontract Manager who can support multiple Front End of the Business (FEOTB) Programs within the Advanced Missile Systems (AMS) Product Line. The Subcontract Manager must have medium to advanced program management and business acumen skills to be responsible for the entire procurement life cycle from proposal support to the issuance and management of subcontracts/purchase orders in support of IRAD/ DoD / Government / DCS contracts and the management of supplier performance . Depending on project needs and schedules, this position may provide telecommuting privileges. Responsibilities include but are not limited to: Preparation and issuance of solicitations (RFQs, RFPs and RFIs) Understand and be able to work with certified cost and pricing data during the proposal and subcontract phases of the procurement life cycle Understand the elements of a compliant technical services Supplier Statement of Work (SSOW) Analyze quotations/proposals to perform price/cost analysis techniques Develop negotiation strategies and lead formal negotiations (Price, Delivery, Terms & Conditions) Issuing purchase orders other than fixed price (i.e. Time and Material, Cost Plus) Negotiate modified terms and conditions agreements Where applicable, establish strategic agreements with key suppliers Place subcontracts/purchase orders of high complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements Maintain strong business relationships with first tier subcontractors Perform risk analysis and develop mitigation plans and develop solutions to problems utilizing ingenuity, creativity and innovation Work closely with the Program and other functional groups (Operations, Quality, Engineering, etc) to obtain quality, compliant hardware on-time, with a focus on Affordability Develop plans to promote cost reduction initiatives and performance improvements (technical and quality) to drive flawless supplier execution for RMS programs Required Experience, Skills & Education: A minimum of four (4) years of experience in a similar role or leadership position Experience supporting business and functional deliverables Experience working collaboratively in a team based setting Experience working in a dynamic environment where you planned, organized and prioritized your work The ability to communicate both verbally and in writing with internal and external customers The ability to make decisions and solve problems Strong working knowledge of Microsoft Office\u00ae suite or similar software programs 4 year degree from an accredited college/university Desired Experience, Skills & Education: Familiarity working with financials, including budgets and cost details Procurement or other experience in a DoD environment (FAR/DFAR) Placement of Purchase Orders that are of a medium complexity Experience participating or leading negotiations Management of Firm Fixed Priced contracts in a compliant and effective manner Perform Price and Cost Analysis Project management skills Working in a SAP Environment 111708Raytheon is an Equal Opportunity/Affirmative Action employer.
