About the Position:

The

position of Contract Administrator is a position in the DCMA Keystone Program.

This is a Public Notice for positions being filled under the Direct Hiring Authority (DHA), afforded under Section 1106 of NDAA FY17. Pay will vary by grade level and geographic location. Under this recruitment procedure applications will be accepted for each location identified in this Public Notice and selections are made for vacancies as they occur. There may or may not be actual/projected vacancies at the time you submit your application.

Please read this Direct Hire Authority (DHA) Public Notice in its entirety prior to submitting your application for consideration.

NOTE: During the Keystone Program, participants will receive specialized formal classroom training, computer-based training, and on-the-job (OJT) training. The training development program will consist of the following:

1. Report initially to the Contract Management Office (CMO)/Center in the duty location you were selected for at least 2 weeks. 2. Travel TDY (Temporary Duty Travel) for one week to attend training at the DCMA Learning Campus (DLC) in Fort Lee, VA.

3. Spend 6 months in the CMO/Center for on-the-job (OJT) and developmental training.

4. Return within the three year developmental training to the DLC, HQ or other CMO locations for assessment/various functional specific training.

In order to qualify, you must meet the education and/or experience requirements described below.

This announcement is open to Recent Graduates. To be eligible, applicants must provide documentation of enrollment/graduation with dates of enrollment/completion. Recent Graduates must provide documentation that a degree was awarded by an institution of higher education not more than 2 years before date of appointment OR For Veterans, not more than four years since completion if completed a period of obligated uniformed service of more than four years.

Applicants must meet the DoD Qualification Requirements for the Contracting series (1102).

BASIC EDUCATION REQUIREMENT for 1102 Positions within Department of Defense:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

AND

At least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree)

NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from meeting this requirement.

For consideration, your resume MUST indicate that you possess a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees AND your resume MUST show that you possess at least 24 semester hours of study from an accredited institution of higher education in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management obtained within or in addition to the bachelor's degree. is obtained through: (1) Class standing - being in the upper third of the

graduating class in the college, university, or major subdivision based on

completed courses; (2) Grade-point average - (a) having a grade-point average

of 3.0 or higher out of a possible 4.0 as recorded on the official transcript,

or as computed based on 4 years of education, or as computed based on courses

completed during the final 2 years of the curriculum; or (b) having a grade

point average of 3.5 or higher out of a possible 4.0 based on the average of

the required courses completed in the major field or the required courses in
