POSITION SUMMARY: Primarily responsible for the pre-procurement effortsfor subcontracts proposed in Vectrus New Business Proposals. MAJOR JOB ACTIVITIES: 1. Prepares and negotiates various types ofsubcontract agreements (FP, Cost, LOE, T&M) with suppliers; incorporatingterms and conditions, technical specifications, statements of work, and othercertifications and representations. 2.Assists the Subcontracts Manager with the negotiation and finalization ofTeaming Agreements and Non-Disclosure Agreements. 3.Assists with the preparation of Statements of Work (SOW) required forRFP\u2019s\/RFQ\u2019s. 4.Responsible for review of Statements of Work (SOW), development and issuance ofRequests for Proposals (RFP), evaluation of subcontractor proposals, cost andprice analysis, negotiation of terms and conditions with subcontractors,recommendations to management, and execution\/award of Subcontract Agreements. 5.Identifies risk situations and recommends\/coordinates solutions withmanagement. 6.Determines appropriate subcontract type\/structure and form of contract.Develops and issues RFP\u2019s and RFQ\u2019s to achieve business objectives. 7.Responsible for issuing solicitations, Cost\/Price analysis, negotiations,coordination with project personnel for technical documentation, sourceselection\/evaluation, preparation of subcontract documentation, issuance ofaward, and follow-on post-award activity. 8.Ensures that subcontract proposal plans and approaches of theManagement\/Administrative and Cost Volumes of a proposal meet the requirementsof the RFP, Federal Acquisition Regulations, and Cost Accounting Standards, asappropriate. 9.May establish subcontractor budgets, authorize funding, monitor performance,review and approve invoices for payment, as needed. 10.Initiates and tracks Subcontract close-outs in support of Vectrus programs, asrequested. 11.Ensurescompliance with the FAR, DFARS, Corporate Procurement Manual, maintainsubcontracts, NDAs, Teaming Agreements in the Corporate data base, ContractRepository, and other related company policies and procedures. 12.Responsible for sourcing, selecting and recommending vendors. Provide advice onvendor and subcontractor selection and effectiveness. 13.Performs additional duties as required. MATERIAL & EQUIPMENTDIRECTLY USED: Personalcomputer, printers, calculator, fax machine, copy machine and other generaloffice equipment. WORKING ENVIRONMENT: Worksin a general office environment. PHYSICAL ACTIVITIES: Eyestrainand repetitive motion involved during peak periods of data input. MINIMUM QUALIFICATIONS: Education\/Certifications: One year related experience may be substituted forone year of education, if degree is required. BS\/BA inBusiness Administration, Management, Finance, Contracts, Acquisition or relatedfield. Experience: Experience in a purchasing orprocurement environment as well as working knowledge of the Federal AcquisitionRegulations (FAR), contract law, purchasing policies and procedures, basicsoftware worksheet technologies, and the ability to meet with, work with andbrief senior management personnel. Skills: Must have outstandinginterpersonal skills, as well as excellent oral and written communicationskills.
