Senior Contract Specialist - Construction




This classification has responsibility and functions which encompass all acquisition activities associated with the entire spectrum of the procurement of Specialized goods and services including but not exclusive of Information Technology and Telecommunications; Architectural and Engineering; Construction and Leases. The classification is tasked with the most complex contract actions. Employees in this classification may be asked to team with less experienced staff on some actions to provide on-the-job training.

Example of Duties:

The RVA Department of Procurement Services is seeking a qualified, proficient and dependable individual for the position of Sr. Contract Specialist - Construction.

Duties include, but are not limited to:

Serving as lead contract specialist for complex construction project procurements;

Reviewing requests for procurement of construction services including schools and other complex municipal facilities;

Analyzing the requirements and determining the method of procurement;

Suggesting appropriate alternative contracting methods in compliance with Virginia and City of Richmond laws, regulations and goals;

Ensuring proper execution of all aspects of the IFB, RFQ and RFP processes are completed accurately, timely and on-budget;

Serving as procurement leader and subject matter expert on the cradle to grave procurement process for complex municipal construction projects;

Training and mentoring junior level contract specialist staff as assigned in developing skills in research and document preparation;

Providing procurement training to Agency project managers and project staff.

Qualifications, Special Certifications and Licenses:

Minimum Qualifications:

Bachelor's Degree in accounting, business, contracts, purchasing or related field;

Expert knowledge of the Virginia and Richmond Acquisition Codes and related Government acquisition regulatory and statutory guidance and the ability to analyze guides in terms of acquisition requirement and contractor capabilities;

Expert knowledge of the principles of acquisition (streamlining, reform, e-gov initiatives, planning, strategy, including strategic sourcing applicable to the acquiring of a wide variety of goods and services) and specialized experience in procuring for one of the following areas IT telecommunications, Construction, A & E design, or other specialized areas as designated by the Director of Procurement through all types of acquisition strategy;

Minimum of seven years of increasingly complex procurement experience (e.g., P-card administration, small purchases, IFB, and/or negotiated procurements experience (i.e., Request for Proposals)) with at least five years in a specialized experience in Construction, IT, or designated area by Director of Procurement;

An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification;

Graduate or doctoral degree with five years of specialized procurement experience in Construction, IT, or other specialized procurement areas;

No Special Certification or License required.

Preferred Qualifications:

Certified Public Procurement Buyer (CPPB) or Officer (CPPO) with in-depth experience procuring construction-related services for large and complex municipal facility projects;

Meticulous attention to detail and positive, customer-focused attitude;

Strong oral and written communication skills;

Demonstrated ability to develop and nurture cooperative and professional relationships with client departments and agencies.
