GCC Technologies is in need of an experienced Contracts Manager to support their corporate office located in Silver Spring MD. Qualified applicants must have a minimum of
3) years working in the field of contracts administration in support of the Federal Government.
Perform the complete range of contract management activities including, but not limited to the following. Interpret/clarify contract requirements, and disseminate pertinent information to appropriate personnel; resolve problems, e.g., statement of work changes, cost growth, key personnel changes, etc., as needed. Establish and maintain, then function as primary customer and lower-tier subcontractor contact. Generate, negotiate and, subsequently, procure Administrative Contracting Officer approval of lower-tier subcontract agreements. Monitor all aspects of contract and subcontract
sub/contract) performance to ensure the fulfillment of financial, technical, socio-economic and administrative requirements of both contracts and subcontracts, as well as compliance with all sub/contract provisions, with applicable laws and with procurement regulations. Coordinate and ensure proper control of Government Property and proper disclosure of intellectual property. Prepare and/or coordinate submission of required reports; develop official records and other documentation as required in the administration of sub/contracts; and address unexpected issues/problems as required for effective sub/contract management. Perform all non-financial contract close-out activities including: settlement of lower-tier subcontracts; disposition of Government Property; final patent reporting; submission of the final invoice and preparation of master contract file for storage.
Analyze solicitations to identify and evaluate requirements and risks; assess problems and develop strategies for managing or resolving same; prepare Administrative Volume of proposal; conduct final review of entire proposal prior to submission to ensure responsiveness to RFP and compliance with all provisions. Develop pre-negotiation objectives; negotiate critical contract elements, including cost/price, profit, delivery schedule, terms and conditions, etc., of sub/contracts and proposed modifications thereto. Interface with technical program managers and financial analysts on pricing and work statement strategies that maximize benefits and minimize compliance risks. For all government-funded requests for proposals/quotations and other inquires to all businesses, review and approve terms and conditions and prepare representations and certifications as required. Interface with other departments, such as HR and Accounting and Security as required.
Assume responsibility for special projects:
1) Maintain and update Contract Administration procedures included in Company's Policy and Procedure Manual and provide training as-required.
2) Provide training in areas of contract administration and perform contract compliance audits as-appropriate for contracting business units.
3) Maintain and update SAM
System for Award Management) for all US businesses. SAM is the new combined web-based platform for CCR/ORCA.
Central Contractor Registrations/Online Reps & Certs Application) is a DoD requirement by all prime contractors.)
Must be able to interpret and provide guidance on government contract regulations, including Federal Acquisition Regulations
FAR) and agency FAR Supplements
DFARs, DEARs, etc.). Monitor changes to these regulations and communicate to the contracting businesses and apply the knowledge of regulations to optimize contract benefits and minimize compliance risk. Apply Federal contract regulations to new and existing contracts. Organize complex contract and subcontract negotiations with customers and vendors to participate in beneficial government programs with a minimum of technical, financial and regulatory risk.
Requires a minimum of three
3) year of experience supporting the Government as a contractor required
Must be mature, responsible, well-organized, thorough, detail-orientated, successful at prioritizing work, and must possess excellent business administration and oral/written communication skills.
Ability to communicate with personnel from diverse disciplines in contract requirements and regulations.
Functions independently and as a team member, organizes and prioritizes.
Knowledge of pertinent procurement regulations, including the FAR and agency supplements
DFARS, DEARS, and etc), security and all the other aspects involved in Government contracting, able to perform successfully the many aspects of contract administration and subcontract management.
Knowledge and understanding of the Government contracting process in general, and of the various contractual types
CPFF, CPIF, FFP and Commercial Item) and procurement regulations in particular.
Must be comfortable and effective dealing with all levels of personnel from a broad range of disciplines, e.g., technical, management, administrative, legal, etc., and able to promote successful working relations with both internal and external customers.
The capacity to learn/understand technical aspects as necessary for solicitation review and contract management activities.
Responsible for all phases of contract management from supporting proposal preparation through performing all contract administration through closeout, for both Government prime contracts and subcontracts
Assists the Business Development/Strategic Planning Department by exercises the requisite judgment regarding RFPs and RFQs to identify SOW questions or problems, and the risks and liabilities of each solicitation.

3-5 years of contract administration experience preferred.
Strong Microsoft Excel skills.
Ability to obtain and maintain a security clearance.
Knowledge of the Federal Acquisition Regulation
Familiarity with standard concepts, practices, and procedures of administering government contracts.
Bachelor’s degree in accounting, finance, contract administration or other related business field preferred.
