The primary purpose of this position is to provide advice to the customer and to perform all contracting functions using a wide range of contracting methods and types, and to procure complex and/or diversified SOF unique commodities, systems, equipment, services, construction, and/or research/development.

This position is designated as a Non-Critical APDP position.
Employee must within 30 days of assuming this position and by 31 October annually thereafter, file an SF-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.

A 4-year course of study leading to a bachelor's degree with a major in any field;
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).
NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current members of the armed forces (that self-nominate prior to retirement/separation), and Current DoD employees are exempt from the basic requirements if: Served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; Served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty, or is in the contingency contracting force.
In addition to meeting the basic requirements, applicants must also meet the following:
At least one (1) year of specialized experience at the next lower pay band (NH-02) or equivalent GS level (GS-11). Specialized experience must include applying knowledge of contracting negotiation, administration and termination principles, policies, procedures and technical requirements applicable to the full range of contracting actions for a variety of contract types; knowledge of business practices and market conditions applicable contract types; and of methods and techniques of fact finding, analysis and resolution of complex contracting problems; ability to negotiate; to properly apply funding rules associated with the obligation of multiple types of appropriations; and to apply precedents found in government contracting case law to specific contracting situations to ensure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or boards.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of government and agency specific guidelines and business practices, including statutes, regulations, policies and procedures.
Knowledge of contracting negotiation, administration and termination principles, policies, procedures and technical requirements applicable to the full range of contracting actions for a variety of contract types.

Ability to adjust work operations and program objectives to meet emergencies, changing programs or production requirements within available resources and with minimum sacrifice of quality or quantity of work, and to establish performance goals and assess progress toward their achievement.

The certification must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The certification must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid certification of service with their initial application will be found not eligible. Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
