The position is located in the Office of Procurement, operations divisions. As Contract Specialist, the incumbent is responsible for acquisition planning, award, and administration of a variety of contracts in support of USPTO's mission.

This position resides in the Office of Procurement at the United States Patent and Trademark Office (USPTO). As a Contract Specialist, employee is responsible for all pre-award contracting functions, which require the use of fixed-price, cost type, and other hybrid or combinations of contract methods and types to procure technical services, studies, maintenance, facilities support services, and specialized equipment. The duties will include:
- Analyze requirements and recommend necessary revisions to requesting activities to clarify requirements.
- Recommend the acquisition strategy, determining milestones, and drafting the acquisition plan.
- Develop procurement plans by reviewing previous history, market conditions, and specifications or technical data packages.
- Conduct pre-proposal conferences with requesting the involvement and interaction of all stakeholders involved in the acquisition.
- Field questions from vendors concerning the solicitation and prepare recommended responses.
- Process protests and researches and prepares historical record of events to support facts in preparing a protest file.
- Submit the protest file with all recommendations to the contracting officer for review and approval.
- Perform detailed analysis of proposals received, ensuring strict compliance with specifications on advertised procurements, and reviews for adequacy and sufficiency of the contractual document prior to recommending award.
- Obtain necessary reports, evaluates and makes a determination of contractor responsibility.

Basic Requirements for GS-12
A 4-year course of study leading to a bachelor's degree with a major in any field;
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the GS-11 grade level in the Federal service.
Specialized experience for this position includes:
Skill Set 1
- Experience using Microsoft Excel to create a cost/price analysis to evaluate proposals or contract bids received in response to the Request for Proposal (RFP) to determine the best value.
Skill Set 2
- Experience assisting with pre-award functions for procurement such as: Conducting market research or Determining acquisition methods or Negotiation of contract terms or Communication of responsibilities to both parties involved in the contract.
Skill Set 3
- Experience in assisting with contract administration for the acquisition of equipment, information technology, or maintenance and repair services such as: Reviewing invoices for discrepancies or Viewing deliverables and or monitoring delivery schedules. or Addressing performance issues with Contracting Officer's Representatives or the Contractor or Monitoring compliance with the terms and conditions of the contract.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education may not be substituted for specialized experience at this grade level.
