The purpose of this position is to serve as the Senior Contracting Officer and manage the Division of Acquisition Policy (DAP) acquisition planning, distribution of procurement assignments and the review and approval of contract awards in support of the Office of Information Technology (OIT). \tManage Acquisition Activities for the Office of Information Technology: Review planning documents, assign work, approve solicitations and awards prepared by other contract specialists. As a team leader, the incumbent is responsible for assuring that the work of the team is carried out by performing a range of coordinating and supportive duties and responsibilities. The team lead coordinates, coaches, facilitates, and is held responsible for consensus-building and planning techniques.
\tInvestment Consulting: Consult on strategic decisions regarding Information Technology investments and related procurement matters with program personnel such as contracting officer representatives, program managers, and members of the Information Technology Investment Review Board.
\tRespond to Reporting Requirements: Manage Department reporting requirements, to include querying procurement databases, conducting data calls, compiling and analyzing data, and preparing reports. In addition, administering Indian Health Service (IHS) user provisioning and maintenance of various Health and Human Services and government wide integrated acquisition systems; e.g., Systems for Acquisition Management (SAM), Federal Business Opportunities (FBO), Contractor Performance Appraisal Reporting System (CPARS), Past Performance Information Retrieval System (PPIRS).
,qualifications:To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.


Training: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

Education: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Serving as a Senior Level Contracting Officer providing a full range of contracting transactions and activities from planning through closeout for the acquisition of supplies, equipment, and services for an Information Technology organization. Serving as a consultant for information technology-related procurement and reviewing cost/benefit comparisons for inter-agency agreements. Interpreting contracting/acquisition laws and policies; developing negotiation strategies, performing cost/price analysis, and developing acquisition strategies.

Federal Acquisition Certification in Contracting Level III (FAC-C Level III) required.

Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
