Position serves as the Program Manager of the Acquisition and Financial Assistance Management Group for the Pacific Northwest Region.

- As principal staff officer for procurement and contracts, renders specialized advice and counsel to the Regional Director, Deputy Regional Director, Regional staff officials, and field offices.

- Responsible for the oversight, implementation, and accomplishments of the Pacific Northwest Region’s acquisition programs and initiatives.

- This position is ultimately responsible for maintaining the independence and integrity of the Pacific Northwest Region acquisition programs. The incumbent is responsible for providing senior-level management advice and counsel, as well as serving as a buffer for the acquisition workforce when their independence is questioned or hampered.

- Plans and develops arrangements for providing procurement services that efficiently meet short-and long-term needs most economically.

- Establishes regional policies, standards, and procedures for the administration of a Region-wide procurement program. -

- Exercises supervisory control and authority over the activities of the Acquisition and Financial Assistance Management Group including subordinate offices, supervisors and employees ranging in grade from GS-5 to GS-13.

- Responsible for the management of the Acquisition and Financial Assistance Management Group workload, including but not limited to, assignment, solicitation, award, post-award administration, and close-out.

- Conducts and/or supervises acquisition management reviews and evaluations of subordinate offices.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).


Selective Placement Factor: Must possess a Level III Federal Acquisition Certification in Contracting (FAC-C) or an equivalent certification such as the Defense Acquisition Workforce Improvement Act (DAWIA) Level III Certification. You must submit a copy of your certification. Non-submission will result in you being rated not qualified for the position. Current FAC-C holders certified under the previous (Legacy) FAC-C program will be transitioned (grandfather in) at their current level of certification as long as their continuous learning requirements are met. Training requirements for all three levels have changed dramatically with almost all new courses (Refresh) required. Continuous Learning Points (CLPs) must be obtained every two years. To maintain a FAC-C, certificates holders are required to earn 80 CLPs of skills currency training every two years, beginning with the date of their certification. It is the contracting professional’s responsibility to ensure that their continuous learning requirements are met with in their maintenance cycle and that they apply for their recertification in a timely manner.

BASIC REQUIREMENTS: A: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years’ experience in contracting or related positions. At least 1 year of experience must have been specialized experience at or equivalent to the GS-13, and must provide the knowledge, skills, and abilities to perform successfully the work of the position.


B: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C. EXCEPTIONS: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

D. WAIVER: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver.

In addition to meeting Basic Education and Mandatory Training courses, applicants must have specialized experience or additional education as defined below:

Specialized Experience Requirements: In order to be rated as qualified for this position, the HR Office must be able to determine that the applicant meets the specialized experience requirement - this information must be included in the resume.

To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to at least the GS-13 level in Federal service. Specialized experience at this level is defined as: analyzing procurement requests to determine requirements, types of contracts, and acquisition plans; recommending changes to statements of work and specifications; planning of negotiation strategy; and supervising or leading a small team or office. Specialized work experience will include planning, developing, implementing, maintaining, and administering all contractual aspects of a procurement/acquisition program; and may include experience overseeing grants and agreements and financial assistance programs; and experience with negotiation techniques, cost/price analysis, legal and regulatory interpretations, and subcontracting requirements. Communicating with senior management, mid-level supervisors, and staff to achieve objectives; and supervising, developing, motivating, and managing professional, technical, and clerical staff.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


This position has a mandatory education requirement.
