Sr Subcontracts Manager

The role of a Sr. Subcontract Manager requires the exercise of independent judgement within generally defined practices and policies in selecting methods for obtaining solutions, with a focus on clear communications and relationship management.
The position will manage approximately 50 subcontracts valued collectively at over $100M and will include the full life cycle procurement of subcontractor services by guiding technical staff through the acquisition process, including pre-solicitation planning, review and critique of the statements of work (SOW), evaluation of contractor proposals,
conducting negotiations, awarding contracts, and managing contractor performance.
Having in-depth knowledge and proficiency in applying the Federal Acquisition Regulation (FAR) is essential to success in this position.
The Johns Hopkins University Applied Physics Laboratory (JHU/APL), a national leader in scientific research and development, is located midway between Baltimore and Washington, DC.
Bachelor's Degree in Business Administration or related field; or equivalent years of professional contracts or subcontracts work experience.
10 years of professional level experience in Subcontracts or Prime Contracts applying in-depth knowledge of the FAR and contractor side government contracting.
Experience with and proficiency in analyzing, negotiating, awarding and administering all standards types of contracts and have the ability to form non-standard agreements tailored to non-standard requirements.
Thrives in a fast-paced, multi-priority environment where meeting aggressive deadlines is the norm.
Advanced degree; expertise performing complex cost/price analyses; professional certification (CFCM, CPCM).
Work location is in Laurel, Maryland during core business hours:
Monday thru Friday 8:30am to 5:00pm
