Job Description
What You’ll Get to Do:
You will provide a wide range of professional acquisition and contract support services to the Government Printing Office (GPO) Acquisition Services Office in the areas of pre-award, award, and post award support to include acquisition planning, source selection, as well as contract administration and management.
More About the Role:
In support of the GPO you will provide the acquisition and contract support services, to include a variety of contract types, including but not limited to; construction (design-build), construction management, logistical support, information technology systems and support, and various professional and analytical support. In addition you will provide the following support:
Assist with the preparation and issuance of contracts, delivery orders, modifications and management of various contractual vehicles;
Responsible for the full spectrum of contract support functions throughout the lifecycle of the acquisition process;
Prepare file documentation, solicitation documents, identifies sources of supply, promotes competition, determines price reasonableness, solicits quotes and proposals, develops negotiation strategies, and negotiate with potential contractors to obtain reasonable prices on contract;
Determine contract type, establishes milestones, and formulates procurement strategy;
Provide program support and contracting administrative support to define contract requirements;
Prepare appropriate award vehicle and file documentation for approval;
Preparing, consolidating and coordinating all documents necessary for the pre-award phase of the acquisition process; and providing administrative support of contracts during the post-award phase by providing analysis and reporting of contract execution and performance;
Evaluate bids, perform cost/price analysis, obtain audits and pricing reports, negotiates price and/or technical issues, ensures contractor is eligible for award and prepares documentations; and
Be recognized as a subject matter expert of the FAR and MMAR and regulations and policies.
You’ll Bring These Qualifications:
Bachelor's degree in relevant field of study, which includes at least 24 semester hours among accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management; and
Ten (10) years of experience in conducting comprehensive acquisition support activities.
These Qualifications Would be Nice to Have:
Ability to communicate effectively, both orally and in writing, with senior personnel;
Ability to read and interpret Federal acquisition policy, regulations, and directives and to apply those interpretations fully and legally to all activities described in this SOW;
Ability to provide clear leadership, technical direction, and guidance to all lower level acquisition person;
Knowledge of creative contracting techniques, negotiation strategies and project management skills, thorough understanding of administrative inter-relationships in public sector organizations;
Knowledge of contracting laws, principles, regulations, and contracting strategies of either the Federal government;Strong knowledge of computer systems and their applications to contract and to procurement management processes;
Demonstrate leadership and problem-solving abilities.
The clearance level required is dependent on the type of clearance supported by our client.
