Highlights of our work include:
Providing direct services to over 80,000 New Yorkers a year, primarily families with children. These services address critical needs in low-income communities, including food security; nutrition and obesity; women’s reproductive health; early childhood development; HIV prevention and access to care; quality healthcare access; and tobacco control.
Promoting the imminent eradication of AIDS in NYC through research, service delivery and funding administration. We engage 200+ community-based organizations around the city in HIV-related outreach. Our network serves 96,000 people living with or at risk of becoming infected with HIV/AIDS.
Developing technology-based interventions and social marketing public health campaigns using video, social media, and interactive internet-based applications, specifically in the areas of reproductive health, HIV prevention and childhood obesity prevention.
Contracting and Management Services (CAMS), a division of Public Health Solutions, administers millions of dollars in public health funding through “master contracts” with the New York City Department of Health and Mental Hygiene (NYCDOHMH). Since 1991, CAMS has funded services for people living with HIV/AIDS under the federal Ryan White Treatment Modernization Act, and since 2000, for HIV prevention services. CAMS contracts with community-based organizations, hospitals, clinics, mental health clinics and other organizations for services in areas as diverse as early childhood mental health, cancer screening, substance abuse treatment and risk reduction, family planning and HIV/AIDS. In addition, CAMS has recently expanded its portfolio of contracting services to include a broad array of non-HIV/AIDS public health and human services initiatives.
CAMS implements innovative reimbursement and monitoring approaches, and helps service providers to meet their contractual goals through direct technical assistance and partnering with NYCDOHMH for program assistance. CAMS promotes effective service delivery, program and fiscal integrity by setting and communicating standards, and by collecting, analyzing and reporting on program data.
Public Health Solutions seeks a Contracts Analyst
for its Contracting and Management Services. The contracts analyst will perform daily activities related to the contract execution process; such as monitor the compliance with administrative requirements that all contractors must meet in order to enter into an Agreement with Public Health Solutions. Conduct follow-up with contractors, city agencies and internal departments to ensure the timely submission and processing of required documents for contract execution and remaining compliant with administrative requirements.
Specifically, the Contracts Analyst will:
Generate correspondence to contractors as directed
Review and process VENDEX and other administrative document submissions from contractors
Assist with processes to obtain documentation for subcontractor approval and pre-qualification for subcontract execution and registration
Request, receive, and distribute contract documents, review for completeness and responsiveness
Track and monitor expiration/renewal dates, update and file documentation
Coordinate compilation, tracking and reporting of contract compliance plans
Provide guidance to contractors to facilitate submission of acceptable administrative documents
Ensure appropriate communication and obtain necessary approvals from manager and others prior to requesting payment hold process implementation
Communicate status of submitted documents, initiative notification to appropriate departments for payment hold process due to incomplete/insufficient documentation;
Request removal of ‘stop payment’ designation
Qualifications and Experience
Associates Degree or equivalent with a minimum of three years of contracts administration related; Bachelors preferred
Computer proficient (word processing, spreadsheets, database applications)
Effective written and oral communication skills; great interpersonal skills
Prioritize and manage workflow; work with tight deadlines and changing priorities
Detail oriented, excellent follow-up and analytical skills
