Summary:
The Director, Global IT PMO Operations & Portfolio Management is responsible for providing leadership and oversight in the areas of PMO vendor and financial management, PMO operations, and PMO metrics analysis and reporting. In addition, this position will be responsible for developing and maintaining the PMO Service Catalogue - ensuring a well defined service offering, with the PMO value add clearly articulated. Finally, this position will be responsible for leading the organization-s portfolio management activities encompassing the processes, governance and tools used to plan, create, monitor, balance out, and communicate the execution of the IT portfolio.
Responsibilities will include, but are not limited to, the following:
- Provides leadership and management oversight for PMO Operations & Portfolio Management team.
- Responsible for ensuring services from third parties/key partners meet/exceed Celgene delivery requirements and standards.
- Establishes sound management processes and sets strategic direction for portfolio and financial management to efficiently and effectively deliver the portfolio of applications.
- Develops processes to improve project performance and identifies metrics for measuring performance, develops methods for effectively reporting on project performance, and utilizes those metrics for improvements and resource justification.
- Provides the portfolio management tools that provide up-to-date project status for implementations, upgrades, other maintenance activities, including schedules and financial forecasts.
- Assists the PMO leadership team with resource management and recommends adjustments in projects and programs to meet project objectives and to yield greater efficiencies.
- Works with PMO leadership team to identify, communicate and resolve resource allocation, scope, schedule, and/or budget conflicts.
- Ensures issues are effectively articulated, communicated, and escalated to alleviate IT delivery or budget issues.
- Develops and manages relationships with other key IT stakeholders with the goal of defining, planning, building and assessing the IT investment portfolio.
- Defines, assesses, and reports on overall Portfolio risk.
- Reviews and recommends sourcing strategies for concerned projects, and works with appropriate IT stakeholders to ensure the proper distribution of IT resources based on prioritized business goals.
- Recommends and implements PMO operational efficiencies to improve overall organizational performance.
- Responsible for the organizational Project Delivery Model. Maintains and enhances all PMO processes and methodology.
- Ensures issues are effectively articulated, communicated, and escalated to alleviate IT delivery or budget issues. Develops Key Performance Indicators (KPIs) and Metrics Packages for the Global IT PMO.
- Prepares weekly, monthly, quarterly, and ad-hoc status reports and executive decks of key projects, overall portfolio status, organizational financials, and KPI measures for both internal and external stakeholders.

Skills/Knowledge Required:
- 5 years working in the pharmaceutical or biotech sector
- B.A. or B.S./M.S. (Advanced degree preferred) in a relevant field
- PMP certification
- 15 years of large-scale complex program management experience
- 10 years of direct management experience. Experience managing technical professionals preferred.
- 10 years of budgetary responsibility
- 5 years of portfolio management experience
- Experience in a global business environment preferred
- IT PMO operations expertise, with demonstrated experience in successfully implementing operational efficiencies
- Prior vendor and contract management experience
- Strong financial management and analysis skills
- Expert knowledge of project life cycle and portfolio management principles
- Experience in developing KPIs and metrics for IT development and project delivery
- Strong interpersonal communication, negotiation, and presentation skills
- Experience with developing and maintaining PMO methodologies is required
- Expertise in Demand and Resource Management
- Experience in tracking and reporting on the delivery of key business capabilities, IT interdependencies, and IT delivery milestones across multiple project initiatives is required.
- Strong leadership, IT metrics analysis and reporting, executive presentations, and portfolio management skills required
