Contract Specialist We are looking for a Contract Specialist who meets the below skills, experience, and education requirements. The position is located in Baltimore, Maryland at the USCG Facilities at 707 Ordnance Road, Glen Burnie, Maryland. Closing Date for Applications: July 11, 2018 Skills/Requirements Must be able to work independently with little oversight by the Government and be experienced, skilled and knowledgeable in all aspects of Federal Government acquisition (i.e. requirements development, acquisition planning, solicitation development, proposal evaluation, negotiations, source selection, contract administration and contract closeout). Must have the ability to communicate with USCG Program Management personnel about the details of technical requirements acquisitions, provide advice, guidance and counsel on how to handle complex acquisition contracts and processes. Excellent writing skills, utilizing the appropriate documentation sources. Proficient in independent research using the World-wide Web (WWW). Experience in Microsoft® Power Point©, Microsoft® Word©, and Microsoft® Excel©. In-depth knowledge of the Federal Acquisition Regulations (FAR), Homeland Security Acquisition Regulations (HSAR), the Homeland Security Acquisition Manual (HSAM), and Coast Guard Acquisition Procedures (CGAP); Desired (though not required): In-depth knowledge of SFLC Instructions and Directives. Proficiency with Coast Guard automated databases to include, but not limited to;Naval and Electronics Supply Support System (NESSS) Workflow Imaging Network System (WINS). Fleet Logistics Software (FLS) system Federal Procurement Data System (FPDS) Federal Procurement Data System – Next Generation (FPDS-NG) Core Accounting System (CAS) Surface Forces Logistics Center intranet website – SFLC Central Superior written and oral communication skills for working in cross-functional acquisition teams Contract Specialist must be able to effectively work with technical experts and assist in drafting procurement packages for commercial and non-commercial supplies and services exceeding $150K. Extensive experience in preparing contract support documentation, including letters, Determination and Findings, and Price Reasonableness Determinations for Contracting Officer approval and signature. The Contract Specialist must be capable of handling complex problems through effective and efficient resolutions that are compliant with all Federal, DHS, and Coast Guard acquisition regulations and policies The Contract Specialist must have extensive experience in drafting solicitations, including Requests for Quotations (RFQ’s), MIPR’s, Requests for Proposals (RFP’s), and Initiations for Bids (IFB’s), for both commercial and non-commercial supplies and services over $150K The Contract Specialist must have extensive experience in assisting with cradle-to-grave contract procedures, including procurement package development, solicitation, award, administration and close-out for multiple contract vehicles, including Indefinite Delivery/Indefinite Quantity (ID/IQ) Contracts, Requirements Contracts, GSA Schedule Blanket Purchase Agreements (BPA’s) and Tasks, Delivery/Task Orders, and Interagency Agreements (IA’s) The Contracts Specialist must have experience in performing the following tasks; Determining that prices are fair and reasonable Ordering changes in contract performance or contract quantities, making final determinations about a contractor’s performance, including review award fee determinations or past performance evaluations and taking action based on those evaluations. Accepting or rejecting contractor products or services. Conducting market research Developing inputs for government cost estimates Drafting Statements of Work (SOW), Specifications, or Performance Work Statements (PWS) Conducting technical evaluations Participating on a Source Selection Evaluation Board Evaluating a contractor’s performance (e.g., by collecting information performing an analysis, or making a recommendation for a proposed performance rating). Provisioning support for assessing contract claims and preparing termination settlement documents Education Bachelor’s Degree in any field If the Bachelor’s degree is not in the business field, the individual must have completed at least 24 semester hours, at the college level, in business courses such as purchasing, contracts, business administration, finance, accounting, business law, economics, industrial management, marketing, quantitative methods, organization and management Contract Specialist possesses a Bachelor’s Degree in a business related discipline and has been certified at the DAIWA Level I or Level II or FAC-C Level I or Level II or equivalent. Experience Minimum of five (5) years of experience in conducting comprehensive acquisition support activities as described in this SOW. Minimum three (3) of the five years of experience should be in FAR- based Federal contracting Benefits/Compensation The salary is $80,000 to $90,000 depending on the level of experience.
