About the Position:

Defense Contract Management Agency uses the Expedited Hiring Authority to recruit and appoint qualified individuals directly into shortage category or critical need acquisition positions.

The pay band NH-03 includes the General Schedule grade equivalent to GS-12/13.

Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities

Responsibilities

As a warranted Administrative Contracting Officer, employee is the principal individual responsible for all contract administration functions for a contractor involved in the production of one or more major defense systems (MDSs) or major subsystems.

Develops and maintains systems to evaluate and monitor contractual performance related to such areas as delivery, cost, amount of progress, advance payments, performs analysis and risk management techniques.

Performs continual planning to integrate the actions involving contractual obligations and responsibilities of both the Government and the contractor.

Initiates appropriate remedial action to avoid or minimize delays on MDS or on all assigned a contracts. Determines allowability of costs claimed under cost contracts, including evaluation of a large number of subcontractor claims.

Assures contractor's compliance with Cost Accounting Standards (CAS's) and other applicable laws and regulations.

Reviews, Disclosure Statements, analyzes and negotiates impact statements and accounting system changes, and determines noncompliance with CAS requirements based on information provided by the auditor and/or financial services element.

Plans and conducts post award conferences to ensure compliance with, and full understanding of, contractual requirements and to preclude unauthorized changes or alterations in contract provisions.

Serves as primary coordinator and team leader over a variety of functional specialists, such as auditors, cost accountants, engineers, cost analysts, and attorneys to prepare the Government position and conduct negotiations with the contractor.

Organizes and leads ACO team (Contract Administrators and clerical support) members duty assignments to assure overall mission accomplishment.

If selected, you will be subject to a Single Scope Background Investigation (SSBI) and must be able to obtain and maintain a Top Secret Clearance with Sensitive Compartmented Information (SCI) access

/eligibility along with SPECIAL ACCESS PROGRAM (SAP)access and eligibility in order to fully perform the duties and responsibilities of this position.

The clearance process can take 120 days or longer to complete. This position requires prepublication review.

QUALIFICATIONS:

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required:

To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level NH-02 . Specialized experience is defined as: experience using contract administration principles, policies, regulations and procedures to administer a group of contracts; experience with negotiation techniques during pre/post-award; experience with price and cost analysis; and experience monitoring contractor performance for compliance with contractual requirements.

Education cannot be substituted for experience.

You will be evaluated on the basis of your level of competency in the following areas:

BASIC EDUCATION REQUIREMENT:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours in any

combination of the following fields:

accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing,

quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).

NOTE:

Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts

above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.

Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from

meeting this requirement.

requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign

education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been

This is a Defense Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level III within 24 months of entrance on duty.
