Supervisory Contract Specialist (Division Chief) / PD# 50007-A
The Division Chief (DC) is responsible for coordinating a variety of acquisitions programs to establish and implement Network Contracting Office (NCO) goals and objectives. In addition, ensures the socio-economic goals and programs set by the Department and Veteran Health Administration (VHA) are addressed through acquisition planning with complying with competition and other requirements set by the Federal Acquisition Regulations (FAR), Veteran Affairs Acquisition Regulations (VAAR), and other policies, rules, and regulations. The DC is responsible for informing the Director of Contracting and the Deputy Director of Contracting, of relevant issues affecting the specific branches and medical centers assigned and communicates, nation VA, VHA and local acquisition policies to all affected parties. The DC provides work assignment and review, as well as administrative and personnel management functions relative to the staff supervised. Distributes workload and ensures work assignments are carried out. The DC provides direction to teams in selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures. Assists teams in identifying parameters viable solutions. Trains subordinates in methods and techniques of performing contract actions. Assists facilities with the forecasting of contracting opportunities, strategic and advance procurement planning efforts. The DC must be able to obtain and maintain a Level III ($100 million) contracting officer's warrant in order to review and sign documents created by subordinates to obligate the government in the absence of their branch supervisors.
Occasional travel - You may be expected to travel 1-5 nights per month for this position.

The subject position is primarily of an administrative nature in an office setting, however where travel to work sites is required there may be light physical work required, such as walking over uneven surfaces, or assisting technical personnel in taking measurements or elevations. Government travel for training, meetings, or customer interactions will be required in the position.

Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. For a GS-14 position you must have served 52 weeks at the GS-13 level.
Basic Requirements for GS-14:
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver.
Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
Specialized Experience for GS-14:
Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experienced in implementing best practices, finds and implements ways to eliminates or reduce significant bottleneck and barriers, promotes team building. Ability to establish guidelines and performance expectations; observes workers' performance; demonstrates and conducts work performance critiques. Experienced in supervising and distributing workload and ensures work assignments are carried out and tracking work assigned. Experienced in providing advice on work methods, practices and procedures; assist teams in identifying parameters of a viable solution. Experience in improving the acquisition support of customers and the ability to meet all procurement regulations and guidance and all performance metrics associated with the acquisition program.
There is no educational substitution for the GS-14 level.
Graduate Experience: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
